Hannah Arendt's rich and varied political thought is more influential today than ever before, due in part to the collapse of communism and the need for ideas that move beyond the old ideologies of the Cold War. As Dana Villa shows, however, Arendt's thought is often poorly understood, both because of its complexity and because her fame has made it easy for critics to write about what she is reputed to have said rather than what she actually wrote. Villa sets (...) out to change that here, explaining clearly, carefully, and forcefully Arendt's major contributions to our understanding of politics, modernity, and the nature of political evil in our century.Villa begins by focusing on some of the most controversial aspects of Arendt's political thought. He shows that Arendt's famous idea of the banality of evil--inspired by the trial of Adolf Eichmann--does not, as some have maintained, lessen the guilt of war criminals by suggesting that they are mere cogs in a bureaucratic machine. He examines what she meant when she wrote that terror was the essence of totalitarianism, explaining that she believed Nazi and Soviet terror served above all to reinforce the totalitarian idea that humans are expendable units, subordinate to the all-determining laws of Nature or History. Villa clarifies the personal and philosophical relationship between Arendt and Heidegger, showing how her work drew on his thought while providing a firm repudiation of Heidegger's political idiocy under the Nazis. Less controversially, but as importantly, Villa also engages with Arendt's ideas about the relationship between political thought and political action. He explores her views about the roles of theatricality, philosophical reflection, and public-spiritedness in political life. And he explores what relationship, if any, Arendt saw between totalitarianism and the "great tradition" of Western political thought. Throughout, Villa shows how Arendt's ideas illuminate contemporary debates about the nature of modernity and democracy and how they deepen our understanding of philosophers ranging from Socrates and Plato to Habermas and Leo Strauss.Direct, lucid, and powerfully argued, this is a much-needed analysis of the central ideas of one of the most influential political theorists of the twentieth century. In this paper, I argue that Gloria Anzaldúa’s own philosophical concept of la facultad captures a form of active, embodied, epistemic agency. I further argue that when an agent uses la facultad, they acquire a novel form of knowledge, one that is only accessible through this capacity. In Section II, I define la facultad as consisting in the active integration of conscious self-awareness, bodily experiences, motor skills, and sensory information with the rational mind to engage with and navigate the world. As such, the actions we choose to are not solely determined by reasoning or mere mental states but are fundamentally shaped by the dynamic interplay between our bodies, sensory perceptions, emotions, and the situational context in which we find ourselves. This paper aims to address the difficulties of high school students in bridging their computational understanding with their visualization skills in understanding the notion of the limits in their calculus class. This research used a pre-experimental one-group pretest-posttest design research on 62 grade 10 students enrolled in the Science, Technology, and Engineering Program (STEP) in one of the public high schools in Zamboanga del Sur, Philippines. A series of remedial sessions were given to help them understand the function values, one-sided (...) limits, limits of a function, and its discontinuities with the aid of the GeoGebra. Results revealed that there is a significant improvement in their mathematics performance before and after the remediation, t(61) = -19.99, p<.05. The real-time feedback provided by the drawing interface of GeoGebra has provided the students the insights into how objects behave in geometrical space, bridging their understanding in locating the values shown by the computational algebraic processes. Additionally, the significant difference in the achievement reveals a large effect size (Cohen’s =2.54) which could be accounted for by the remediation using interactive activities in the GeoGebra. This article studies the architectural design and cultural significance of Villa Namazee, a modernist building designed by Italian architect Gio Ponti in Tehran. The study explores how the building, once a symbol of modernity and progress, has been neglected, delisted from the national heritage, and fallen into disrepair. Focusing primarily on the case of Villa Namazee in Tehran, Iran, as an example of Ponti’s projects in the Middle Eastern context, the second part of this paper aims to reconsider and re-narrate (...) Gio Ponti’s project in Tehran. In this context, the article sheds light on the nationally and internationally prominent concepts, ideas, collaborations, and design elements of Gio Ponti’s project in Tehran. In 1986, David Esterly won a competition to carve a replacement of a Grinling Gibbons “wall drop” for Hampten Court Palace, in East Molesey, England. His task was an onerous one: Gibbons invented a style of carving that has been matched by few, and surpassed by still fewer. Esterly is one of the latter few; his technique is superb. -/- The Lost Carving gives us an account of those fateful days at Hampton Court. Interwoven with memories of recreating the Gibbon’s (...) piece, Esterly explains how he got involved with the esoteric field of limewood carving. Although he successfully completed his Ph.D. in English literature, he chose to avoid academia. Gibbons got to him instead, thanks to a chance encounter with one of his carvings in the 1970’s. This article studies the political dimension of friendship in Robert Guédiguian’s cinema, delving into the crucial role that conversation plays in this relationship, and taking Stanley Cavell’s thought as a main reference. Aristotle’s concept of civic friendship, along with its contemporary readings, and Cavell’s notion of conversation provide a theoretical frame for the analysis of three recent feature films directed by Guédiguian that present a strong thematic and narrative unity (and have barely received attention in previous scholarship): Les Neiges du (...) Kilimandjaro/The Snows of Kilimanjaro (2011), La Villa/The House by the Sea (2017) and Gloria Mundi (2019). Based on, but going beyond, Cavell’s moral theorisation of the filmic portrayal of human relationships, the analysis of these films has identified four milestones in the transformative process—both personal and political—that stems from conversation with friends: conformity, confrontation, acknowledgement and renewed community. In all three films, this process of change is not only presented as a progressive discovery of one’s own voice, but also as a progressive unmasking: both are necessary prerequisites for welcoming foreigners in need of acknowledgement and, consequently, for the renewal of community. This article provides an exposition of restorative justice ethics, briefly explaining how and why its relational constitution enables it to comprise a theory of justice. I then describe how that relational constitution permits it to overlap, and work in tandem, with a wide range of religious and philosophical traditions. Numerous writings in religion and peacebuilding explore the roles that restorative justice has played in transitional justice contexts (Tutu 2000, Abu-Nimer 2001, de Gruchy 2002, Biggar 2003, Walker 2004, Villa-Vicencio 2009). Less (...) examined are cases in which restorative justice aims to provide a sustainable alternative to justice institutions and systems that generate substantial systemic injustices—what peace studies scholars describe as the inter-lacing of structural, cultural, and direct forms of violence (Springs 2015). In part two, then, I make the case that intervening in, and countering, structural and cultural violence, and systemic injustices, is conceptually intrinsic to restorative justice. Moreover, this opens possibilities for restorative justice to present sustainable alternatives to—and work to transform— structural violence occurring in retributive justice systems. Restorative justice can uniquely intervene in these ways, I argue, because of the form of moral and spiritual association its relational constitution engenders. As a test case, I briefly examine its capacity to intervene in the justice system that perhaps leads the world in the levels of structural and cultural violence—the United States. (shrink)

L’article vise à retracer les relations entre les pratiques de l’architecture et les pratiques de l’archéologie, en accordant une importance particulière au rôle joué par les antiquités grecques dans la formation intellectuelle des archéologues et architectes du xixe siècle, d’une part, et à la signification du voyage en Grèce, d’autre part. L’article vise à répondre à la question de la spécificité du voyage en Grèce et de sa relation avec l’idée du « Grand tour » et du « retour en (...) Arcadie » des architectes et peintres. En parallèle, l’article explore les modalités par lesquelles les architectes-pensionnaires de la Villa Médicis à Rome s’approprièrent les découvertes archéologiques concernant les antiquités grecques, et l’impact des échanges des architectes-pensionnaires de la Villa Médicis à Rome avec les membres de l’École française d’Athènes sur leurs vues restaurées de monuments antiques grecs. Une attention particulière est accordée à l’analyse de l’osmose entre architecture et archéologie. La seconde moitié du xixe siècle constitue un moment où les échanges et la collaboration entre archéologues et architectes acquièrent une place dominante, et Athènes est l’endroit par excellence où la rencontre entre ces deux domaines porte ses fruits. Durant toute cette période, les collaborations entre archéologues et architectes travaillant sur des monuments antiques, à Athènes ou ailleurs en Grèce, deviennent très importantes. Ces collaborations ont fourni les fondations pour des ouvrages d’une importance majeure pour leurs deux champs respectifs, mais aussi pour l’histoire de l’art en général. (shrink)

Justicia carnea, a plant rich in bioactive compounds, has traditionally been used as a haemoglobin booster by herbal practitioners in rural areas of Edo State of Nigeria. In this study, the methanol leaves extract of Justicia carnea was investigated for its antisickling potential in hemoglobin SS (HbSS) in-vitro by sodium metabisulphite assay and characterized by Gas Chromatography-Mass Spectrometry (GC-MS) and High-Performance Liquid Chromatography (HPLC). Terpenoids, saponins, glycosides, phenolics, flavonoids and alkaloids were present except tannins. Photomicrograph examinations revealed a reduction of (...) sickle cells with a percentage decrease from 37.50%, and 22.22% down to 3.85% with 100 mg/mL crude extract of Justicia carnea at three durations, respectively. Detected compounds from Gas Chromatography-Mass Spectrometry included hexadecanoic acid methyl ester (Retention time (Rt): 21.46, 05.99%) and 9,12-octadecadienoic acid, methyl ester (Rt: 23.567, 02.59%) while the major constituent was phytol (Rt: 23.741, 67.28%). While kaempferol (Rt: 17.23, 16.72%) was the major component from High-Performance Liquid Chromatography quantification among resveratrol (Rt: 3.7, 13.85%), gallic acid (Rt: 5.88, 3.55%), Justicinol (Rt: 11.85, 01.34%) and phytic acid (Rt 5.06, 01.43 %). These compounds have been cited as physiological agents that reduce inflammation, and oxidative stress and potentially prolong the lifespan of cells across species. The antisickling results from this study corroborate and support the traditional use of the plant in treating patients with sickle cell anemia. (shrink)

The article examines the collaborations between the pensionnaires of the Villa Medici in Rome and the members of the French School of Athens, shedding light on the complex relationships between architecture, art, and archeology. The second half of the 19th century was a period during which the exchanges and collaborations between archaeologists, artists, and architects acquired a reinvented role and a dominant place. Within such a context, Athens was the place par excellence, where the encounter between these three disciplines took (...) place. The main objective of the article is to render explicit how the revelations of archeology, actively disseminated by the members of the French School of Athens—the “Athéniens”—had an important impact on the approach of certain pensionnaires of the Villa Medici in Rome. Particular emphasis is placed on certain pensionnaires, who decided to devote their envois to ancient monuments of Greece. In parallel, the article intends to shed light on the methods that helped the pensionnaires-architects of the Villa Medici in Rome appropriate archaeological discoveries concerning Greek antiquities. The article takes, as a starting point, the following hypothesis: to better understand the figure of the architect-archaeologist, of whom Jacques Ignace Hittorff is an emblematic example, it is pivotal to bear in mind that before the second half of the 19th century neither the figure of Hellenic archeology nor the figure of the architect had yet acquired their autonomy. Taking into account that Johann Joachim Winckelmann, in the middle of the 18th century, forged an ideal Greek model, which was criticized during the second half of the 19th century, the article also sheds light on the fact that the revelations of archaeologists have called into question the Winckelmannian image of Greece. Another aspect that is explored in the article is Jacques Ignace Hittorff’s studies concerning the polychromy of ancient Greek monuments, paying special attention to his Restitution du temple d’Empédocle à Sélinonte ou l’Architecture polychrome chez les Grecs. The article also explores how the shifts of the status of philhellenism are related to the mutations of the meaning of travel to Greece. In parallel, it investigates the impact of Greek independence on the ideals of beauty and nature in arts, as well as how Greek independence is related to the intensification of the interest in the excavations of Greek antiquities. El presente trabajo versa sobre cómo se construye una cierta identidad y, por tanto, un cierto tipo de sujeto, a partir de los sistemas normativos propios de la adivinación en la santería cubana. Este análisis se realiza a partir de las experiencias en el trabajo de campo del autor durante cinco años en una “casa de santo” en Remedios, Villa Clara y del estudio exhaustivo de las llamadas “letras” de Ifá. La adivinación en esta religión no solo resulta un acto (...) predictivo, sino una manera de conformar un tipo de personalidad, a partir de un conjunto de reglas y recomendaciones individualizadas para cada creyente. Transtornos do ciclo estral -/- Qualquer alteração na frequência, duração ou intensidade do ciclo estral é considerada uma perturbação do ciclo, cujas origens variam etiologicamente. As perturbações do ciclo podem originar-se em qualquer das partes do eixo hipotálamo-hipófise-ovário (FRAZER, 2005; GORDON, 1996). Pode ou não ser do tipo (...) permanente e pode depender de sua origem, momento e intensidade cursar com outras alterações reprodutivas, por exemplo uma retenção do corpo lúteo, dá lugar a prolongamento da fase lútea, altos níveis de progesterona circulante e pode, finalmente, desencadear em um cisto luteal ou em uma metrite. Entre os fatores desencadeadores da falha do ciclo estral estão os fatores de origem nutricional, dentre eles: 6.1 Minerais 6.1.1 Relação Na:K (Sódio: Potássio) A deficiência de sódio pode causar distúrbios do ciclo estral, isto porque as células animais intracelularmente possuem uma alta concentração de K e uma baixa concentração de Na, esta relação pode chegar a 10:1 ou mais, em relação ao meio externo. Com esta relação, as concentrações intracelulares estão em equilíbrio com o meio externo. A absorção e secreção de cátions pela célula para conseguir o equilíbrio é simultânea, gerada por um sistema de transporte específico chamado "bomba Na-K". Se a nível celular não existe um balanço iônico de K:Na, a maior prioridade das células tubulares do rim é a de conseguir novamente um equilíbrio, o mecanismo destas células é o da reabsorção do íon que se encontre em excesso de água, diminuindo a quantidade deste no líquido para manter as funções em equilíbrio dinâmico. Os desequilíbrios não compensados a nível celular ou renal, levam a alterações na condutividade nervosa por alteração da bomba de transmissão elétrica. O ciclo estral é alterado por diminuir a expressividade dos sinais comportamentais de estro, que são produzidos por concentrações crescentes de estrogênio mas com alta necessidade de adequação nervosa para a exposição corporal do cio e a aceitação da monta. O potássio, em particular, desempenha um papel fundamental como coator em certas interações enzimáticas, incluindo a transferência de energia, a síntese de proteínas e o metabolismo de hidratos de carbono, em especial nos sistemas em que o ADP está envolvido, as hexoquinases e a anidrase carbônica. O sódio, por sua vez, é o principal cátion extracelular, regula o equilíbrio hídrico no organismo e a mecânica de fluidos, desta forma regula a pressão osmótica e a troca aquosa nos tecidos. Devido a esta função, um dos fatores importantes do fluxo Na:K é o rim, que é controlado pela aldosterona, a principal hormona reguladora da absorção de sódio e excreção de potássio. Qualquer desequilíbrio na relação Na:K, afetará o ciclo estral, de maneira direta e indireta, através da alteração na síntese de proteínas e da perda da regulação hídrica, fator importante pelas secreções que devem acompanhar as manifestações de cio/estro. 6.1.2 Relação Cobalto (Co) A deficiência de cobalto gera um efeito biológico determinado pela sua presença na molécula da vitamina B12, a qual regula a hematopoese (Ativa a síntese de protoporfirina) e afeta o metabolismo do nitrogênio e dos carboidratos. A vitamina B12 atua como uma coenzima da transmetilação (síntese do glutamato mutase, metilmalonil-CoA-Mutase, diol-dehidratase e redução dos ribonucleótidos a desoxirribonucleótidos, isomerização da a-lisina, etc.). Especialmente em ruminantes, a reação mutase da metilmalonina-CoA está relacionada com o metabolismo do ácido propiônico e, portanto, com a síntese de glicose e o equilíbrio energético. O cobalto também está envolvido na carboxilação da propionil-CoA à metilmalonil-CoA e na isomerização deste último para succinil-CoA. O metabolismo do ácido propiônico ocorre no fígado e é reduzido pelo fato do metilmalonil não poder ser convertido em succinil-CoA, impedindo a sua passagem para oxalacetato e glicose, gerando uma relação inversa entre os níveis de energia e proteína; causando uma diminuição de GnRH que afeta negativamente a liberação de LH que, por sua vez, cria um aumento na FSH. Isso produz uma anulação da ovulação e, consequentemente, ausência de um ciclo estral verdadeiro. Vale reforçar que, para prevenção da deficiência do cobalto, o criador pode optar pelo fornecimento de volumosos que dispõem de quantidades de cobalto que suprem as exigências dos animais, ou pela inserção de sais de cobalto à mistura da ração, sempre no intervalo sugerido de 0,07 e 0,11 mg/kg para cada animal, suprindo a necessidade do mesmo e garantindo assim a prevenção dos transtornos do ciclo estral ou outras afecções do sistema reprodutivo. 6.1.3 Relação Cobre (Cu) e Molibdênio (Mo) A deficiência de cobre gera, indiretamente, molibdênio, durante esse processo, tanto o macho como a fêmea são inférteis ou sub-férteis, mas, em geral, os transtornos surgem não por molibdeniose mas por hipocuprose condicionada por excesso de molibdênio nas pastagens e pelos sulfatos presentes na água de bebida (BREM, 2016). Isso leva à formação de tiomolibdato no rúmen, que por sua vez combina com o cobre para formar tiomolibdato de cobre, sal muito insolúvel. O tiomolibdato presente, formado em excesso e que não encontra cobre suficiente, contribuirá para produzir a diarreia, limitando ainda mais a absorção de cobre. A interferência mais importante do molibdênio ocorre no processo metabólico do cobre, interferindo sua atividade enzimática. O molibdênio atua sobre o complexo sulfeto-oxidase hepático. A enzima que está envolvida na oxidação de metabolitos sulfurados, reduz a sua atividade na presença de altos teores de molibdênio, especialmente quando a quantidade de cobre é baixa. Daqui resulta a formação de sulfureto de cobre, muito insolúvel e, portanto, pouco ou nada utilizável pelas células e/ou tecidos (QUIROZ-ROCHA & BOUDA, 2001). O excesso de molibdênio nas pastagens ou na água de bebida reduz a quantidade de cobre no fígado, mas para uma dada dose de molibdênio, esta redução é diretamente proporcional ao aumento dos sulfatos na ingestão, porque só na presença de sulfatos o molibdênio exerce sua ação limitante. O melhor modo de tratar o molibdênio e a ação dos sulfatos sobre o cobre, é aumentar a quantidade de cobre disponível pelos animais, seja por via bucal ou parenteral. Desta forma, há aumentos na cupremia e no ganho de peso. É conveniente, para o efeito, efetuar um controle dos resultados mediante a observação clínica, pesagem dos animais e análise de cobre no sangue. Isso permitirá estabelecer as doses ideais e adequadas para cada estabelecimento e efetuar um estudo econômico da suplementação (BAVERA, 2002). Como já foi tratado o requerimento do cobre para evitar os problemas reprodutivos das vacas, falemos do molibdênio (Mo). O Mo é um elemento primordial para bovinos leiteiros, uma vez que é componente de uma enzima presente no leite (xantina oxidasse). A deficiência de Mo a nível prático não foi relatada, porém casos podem acontecer. Para ovinos, que é uma espécie ruminante, a concentração exigida pelo animal em Mo presente na MS é de 5 a 10 mg/kg, porém deve levar em consideração a relação crítica entre o Mo e o Cu que deve ser no máximo 20 e nunca superior. O nível crítico de toxidade de Mo nos alimentos volumosos (forrageiras, gramíneas e leguminosas) não pode ultrapassar os 6% por kg de MS. Através de todos esses cuidados, o criador poderá obter sucesso tanto na prevenção contra os distúrbios do ciclo estral das vacas, quanto de outras complicações como toxidade, desnutrição, etc. 6.2 Relação energia:proteína Em relação ao aumento do consumo de proteína crua ou de deficiência de energia, aumenta-se a quantidade de ureia no sangue e produz-se uma toxicidade tecidular, afetando o endométrio e diminuindo a produção de prostaglandinas, que são as encarregadas de manter o corpo lúteo, caso não se mantenha acaba provocando um ciclo estral longo. A situação pode ser explicada a nível do eixo hipotálamo-hipófise, no qual os baixos níveis de glicose inibem a secreção de GnRH e resultam na diminuição da pulsatilidade da LH, seja por ação direta ou mediada através das ß-endorfinas. Outro fator que afeta o crescimento folicular é a nutrição, especificamente a perda da condição corporal, quando o animal não se alimenta direito ou quando se alimenta não tem uma condição balanceada que supra suas exigências nutricionais e que tenha um aceitável ganho de peso diário (GPD), acaba perdendo massa muscular ou de gordura, em outras palavras altera-se a condição corporal do mesmo, e se a perda for de 22 a 24 % de peso corporal (PC), os animais que perdem essa condição entram em anestro o que acaba tornando um animal inviável para a reprodução e também para o abate, uma vez que encontra-se fora do peso ideal. Tanto as proteínas quanto a energia foram tratados em trabalhos anteriores, porém nunca é tarde para salientar que ambas devem ser fornecidas em qualidade e quantidade que consiga favorecer ao desenvolvimento do animal e aos mecanismos fisiológicos do mesmo. 6.3 Fito-toxidade Finalmente, um fator adicional que induz a alteração da ciclicidade estral são os fitoestrógenos, plantas com altos teores de isoflavonas que possuem, no organismo animal, uma ação estrogênica. Os fitoestrógenos estão amplamente difundidos, nos trevos, alfafa, milho e nas pastagens de cultivo intensivo. Os fitoestrogênios são diferentes dos estrogênios produzidos pelo animal, mas a sua ação é idêntica nos receptores do trato reprodutivo; o seu metabolismo e excreção é diferente (por exemplo, desmetilização) e a sua excreção renal através dos glicoronosidos, assim mesmo a formação de ésteres sulfatos no tecido hepático é menor, acumulando-se em circulação e alterando a duração da fase estrogênica do ciclo, isso leva à ninfomania das vacas e com ela a perda da função reprodutiva. Deve-se estar atento ao pasto que se cultiva e ao solo em que se implanta o pasto, uma vez que o solo pode ter excessos de minerais prejudiciais ao animal e que o coloque em uma situação de toxidade, já que a planta absorve do solo o excesso e da planta vai para o animal por meio direto ou pela silagem. Nossa pesquisa vai refletir sobre o discurso da política educacional brasileira implementada a partir da Lei de Diretrizes e Bases da Educação Nacional, particularmente, aquele que trata da formação docente. Ele tem imposto uma reconfiguração da identidade dos professores, concedendo-lhes uma autonomia de autoconhecimento e resolução dos problemas cotidianos, que, no nosso entendimento, não corresponde ao que acontece na escola (VILLA, 1998; LAWN, 2001; VEIGA, 2002; VASCONCELLOS, 2003). Assim, pretendemos apresentar e discutir sobre as representações da identidade do professor nos (...) PCN (Português). Esperamos, com isso, contribuir para a construção de uma política de formação de professores sensível às diferenças culturais e identitárias dos professores no Brasil. (shrink)

This article presents an analysis of the bust of Galileo that Vincenzo Vela created for his house and studio at Ligornetto. The work carries symbolic significance in that it was conceived by the Ticinese artist for the pilaster on the right hand side of the principal entrance to the villa, as a counterpart to the bust of Christopher Columbus on the left. It thus served to perpetuate a long-standing literary topos which started at the beginning of the 17th century and (...) which was made use of during the Risorgimento to celebrate Italian ascendency within a European context. Through this work Vela reveals his adherence to patriotic ideals that he had previously expressed through his active participation in the first Italian War of Independence, fighting in the anti-Austrian ranks. INTRODUÇÃO O anestro pós-parto é o período após o parto no qual a fêmea não apresenta ciclos estrais (atividade cíclica). Na vaca leiteira, o parto é seguido de um período de inatividade ovariana de duração variável, que é principalmente afetada pelo estado nutricional, produção leiteira, ganho ou perda de condição corporal antes e depois do parto, e por condições patológicas como hipoplasia dos ovários, cistos ovarianos, mumificação uterina, piometra entre outras, além, também, de condições ambientais como instalações que podem causar (...) estresse etc. 1. Controle neuroendócrino do anestro Entre os 12 e 15 dias pós-parto, as células gonadotróficas presentes na adenohipófise começam a produzir e secretar o FSH (hormônio folículo estimulante), o qual estimula a primeira onda folicular; entretanto, nenhum folículo dominante do(s) ovário(s) chega a completar seu desenvolvimento devido à carência de estímulo apropriado do LH (hormônio luteinizante) que também é produzido pelas mesmas células e que deve estar presente em altas concentrações. Nas 2 primeiras semanas pós-parto (primeiros 15 dias), as concentrações circulantes de LH são baixas, o que se deve à ausência de reservas do LH e à incapacidade temporal da hipófise para responder ao estímulo da GnRH (hormônio liberador de gonadotrofina). Entre os dias 15 e 20 pós-parto, a hipófise aumenta a sua capacidade para responder ao GnRH; entretanto, o estabelecimento do padrão de secreção do LH adequado para estimular a maturação e a ovulação do folículo dominante das primeiras ondas foliculares depende fundamentalmente do balanço energético. 2. Fatores que determinam o início da atividade ovariana pós-parto Na vaca leiteira, é frequente que algum dos primeiros folículos dominantes que se desenvolvem durante as primeiras duas ou três semanas complete a sua maturação e chegue à ovulação, isto é, madure e ovule. O fator limitante para o reinício da atividade ovariana é o balanço energético negativo (BEN). No gado leiteiro, o consumo de matéria seca (CMS), após o parto, deverá ser aumentado em até quatro vezes, para cobrir a demanda de nutrientes para a produção de leite e mantença; no entanto, a vaca é incapaz de consumir a exigência de matéria seca, por isso recorre a suas reservas de gordura e proteína, e cai em BEN. As vacas que consomem menos matéria seca, produzem menos leite, têm um BEN mais profundo e o período do parto à primeira ovulação é maior. O nível mais baixo do BEN é alcançado entre os 10 a 20 dias pós-parto e a vaca continua em BEN até os 70 a 80 dias pós-parto e, em alguns casos, até aos 100 dias pós-parto (vacas primíparas). Entretanto, mesmo com BEN, uma proporção elevada das vacas inicia sua atividade ovariana normal nas primeiras 8 semanas pós-parto. As vacas que alcançam um nível baixo de BEN rapidamente e saem deste ponto mínimo de forma rápida, iniciam sua atividade ovariana mais rápido também (20 a 30 dias pós-parto) do que aquelas que têm um BEN mais profundo e duradouro, essas muitas vezes permanecem em anestro aos 70 dias pós-parto (figura 1). As mudanças na condição corporal estão correlacionadas positivamente com as concentrações séricas de insulina, IGF-I e leptina; assim, a maior qualificação da condição corporal é maior mediante a concentração sérica desses hormônios, que atuam principalmente como sinais que chegam ao hipotálamo e modificam a frequência de secreção do GnRH e, consequentemente, de LH. A leptina é um hormônio que é produzido pelos adipócitos e tem sido proposto que sua concentração é o sinal mais importante de alterações de condição corporal. A transição do anestro para a ciclicidade coincide com um aumento das concentrações séricas de insulina, IGF-I e leptina. Além das mensagens dadas pelos hormônios supracitados, outras substâncias presentes no sangue fornecem informações sobre o estado metabólico do animal. Por exemplo, os ácidos graxos não esterificados e o β-hidroxibutirato são indicadores da mobilização e utilização da gordura corporal; assim, o aumento destas substâncias proporciona uma mensagem inibidora de reprodução. O intervalo médio entre o parto e a primeira ovulação, em vacas leiteiras em sistemas de produção não intensiva, é em torno de 30 dias; enquanto em vacas em sistemas de produção intensiva, é de 40 dias. Deve-se sinalar que é comum aos 70 dias pós-parto, que 20% das vacas ainda não ovulem. Verifica-se frequentemente que as vacas leiteiras desenvolvem folículos que crescem mais que os folículos ovulatórios, os quais convertem em cistos foliculares. Esta condição está associada com insensibilidade do hipotálamo ao retorno positivo do estradiol, o que não desencadeia o pico pré-ovulatório de LH (figura 2). 3. O corpo lúteo dos primeiros ciclos pós-parto Durante um ciclo estral o corpo lúteo tem uma meia-vida fisiológica de 12 a 14 dias; no entanto, na primeira ovulação pós-parto cerca de 25% das vacas desenvolvem corpos lúteos de vida curta (<10 dias), 30% de vida longa (21 a 50 dias) e 45% da vida normal (11 a 20 dias). A regressão prematura do corpo lúteo é uma condição frequente nos ruminantes no primeiro ciclo estral, da transição do anestro à ciclicidade. Ou seja, na vaca é frequente que no primeiro ciclo de pós-parto e da puberdade sejam ciclos curtos; isto deve-se à liberação antecipada da PGF2α. Por outro lado, a causa dos corpos lúteos de vida longa (corpos lúteos persistentes) não é clara, mas está relacionada com alterações na secreção da PGF2α devido a infecções uterinas (tabela 1). 4. Anestro patológico 4.1 Alterações do aparelho genital que causam anestro Na vaca foi calculado que as alterações do aparelho genital que afetam a atividade ovariana representam apenas 10% do total das causas de anestro. Entre as alterações do aparelho genital se encontram os cistos foliculares, cistos luteinizados, aplasia segmentar, piometra e mumificação fetal. . 4.2 Cistos foliculares Os cistos foliculares são a patologia ovariana mais comum nos bovinos leiteiros, causando perdas econômicas devido ao atraso do período do parto ao primeiro serviço, pelo custo dos tratamentos e pelo risco que têm as vacas de serem descartadas. A incidência aumentou à medida que a produção de leite se intensificou. Entre 5 e 30% das vacas desenvolvem cistos foliculares nos primeiros 60 dias do pós-parto; no entanto, cerca de 60% destas se recuperam espontaneamente. Sinais clínicos de vacas com cistos foliculares descritos na literatura são: ninfomania, ciclos curtos, masculinização e relaxamento dos ligamentos pélvicos. Atualmente uma alta proporção de vacas com cistos foliculares apresentam anestro. Por muitos anos um cisto folicular foi definido como um folículo com um diâmetro de 2,5 mm, presente em um ou em ambos os ovários durante um período mínimo de 10 dias, na ausência de um corpo lúteo. Os conhecimentos atuais modificaram o conceito clássico; assim, nem todos os cistos foliculares têm um diâmetro de 2,5 mm; além disso, alguns podem persistir mais de 10 dias. Outros são estruturas dinâmicas, que sofrem regressão e podem ser substituídas por novos cistos. Por esta razão, a definição mais precisa e técnica de um cisto folicular é: folículo de um diâmetro, de pelo menos 20 mm, que está presente em um ou ambos os ovários na ausência de tecido lúteo que interfere com o ciclo estral normal (figura 3). A patogênese dos cistos foliculares não é conhecida. Propõe-se que as vacas que desenvolvem esta patologia têm uma anomalia nos mecanismos de retroalimentação entre o hipotálamo e a hipófise, em conjunto com uma disfunção a nível folicular. É pesquisado e sugerido que em vacas com cistos foliculares, o pico pré-ovulatório de LH não ocorre ou é de menor amplitude, ou não tem uma relação síncrona com o amadurecimento do folículo, o que provoca a falha ovulatória. A alteração na secreção de LH pode obedecer a falta de sensibilidade do hipotálamo ao feedback positivo de estrogênio. Observa-se também que algumas anormalidades a nível folicular, tais como alterações na síntese de hormônios esteroides e uma menor sensibilidade à LH, podem contribuir com a patogenia. Uma vez que o cisto folicular foi estabelecido, observou-se um aumento na frequência de secreção pulsátil de LH, o que contribui com a persistência desta patologia. Existem fatores associados com a incidência de cistos foliculares que, de acordo com a patogenia proposta, podem influenciar ao nível do eixo hipotálamo-hipófise-ovário. Os cistos foliculares ocorrem principalmente durante a transição do anestro pós-parto para a ciclicidade. Neste período as vacas estão em BEN, e tem sido observado que as vacas que sofrem de um BEN mais profundo tendem a apresentar uma incidência maior de cistos foliculares. Por outra parte, há uma correlação positiva entre a produção de leite e a incidência de cistos, o que indica que as vacas que produzem mais leite têm maior risco de sofrer com esta patologia. Também existem outros fatores relacionados com a incidência de cistos foliculares tais como estresse, genéticos, infecções uterinas, estresse calórico e presença de fitoestrogênios na dieta (tabela 2). O tratamento indicado consiste na administração do GnRH, que provoca a luteinização do cisto. É recomendável a combinação com uma dose luteolítica de PGF2α, 7 a 10 dias depois da injeção de GnRH. Também é indicado o tratamento com hCG em vez de GnRH. Em alguns estudos foi possível integrar vacas com cistos foliculares em programas de sincronização da ovulação e inseminação em tempo fixo, com resultados aceitáveis de fertilidade (figura 4). 4.3 Cistos luteinizados Esse tipo de cisto pode se desenvolver a partir de um cisto folicular, também ocorre quando o saco libera um óvulo e, em seguida, se fecha novamente e enche-se de líquido. O tecido luteinizado produz progestágenos do qual os sinais incluem anestro persistente. São bastante mais raros e originam-se pelo contínuo aumento do espaço cavitário central normalmente existente nos corpos lúteos (figura 5). Normalmente, a parede do cisto contém células lúteogranulosas grandes e células tecaluteais pequenas. Se diferenciam com dificuldade de corpos lúteos recém-formados durante o período em que ainda possuem um antro. Os cistos luteínicos únicos, pelo menos os menores, necessitam de importância clínica. Se os cistos são funcionais, a sintomatologia mais destacada é o anestro ou pseudogestação. É preciso lembrar que esses cistos agem como uma fonte de secreção contínua de progesterona, diminuindo assim a resistência do útero a infecções, podendo desencadear-se uma endometrite (figura 6). Se eles forem diagnosticados é recomendável a administração de PGF2α. 4.4 Aplasia segmentar As vacas com esta condição podem gestar quando a ovulação ocorre do lado do corno uterino presente. Se a ovulação acontece do lado onde falta o corno uterino causa anestro. 4.5 Piometra A piometra, por definição, é a acumulação de material purulento no interior da luz uterina que ocorrem geralmente durante ou imediatamente após o período de domínio da progesterona. É uma condição que ocorre mais frequentemente nos primeiros 30 dias pós-parto; no entanto, algumas vacas em anestro que são revisadas no dia 50 pós-parto chegam a ter piometra. O tratamento indicado consiste na administração de PGF2α. 5. Anestro relacionado com o tempo de serviço O anestro em bovinos também é classificado como anestro pré-serviço e pós-serviço. 5.1 Anestro pré-serviço Inclui vacas e novilhas que não tenham mostrado estro, isto é, manifestado cio, no período em que devem ser servidas. Em alguns estudos observou-se que o anestro antes do serviço pode afetar até 50% das vacas elegíveis para apresentar estro. 5.1 Anestro pós-serviço Neste grupo incluem-se as vacas que não retornam ao estro, ou seja, que não retornaram ao cio, 21 dias depois da inseminação e não estão prenhes. Essas vacas são conhecidas como vacas fantasma (The Phantom Cow). A causa principal do atraso do retorno ao estro é a baixa eficiência na detecção de estros; mas também foram descritas outras causas como: inseminação em um estro anovulatório, inseminação em tempo fixo em vacas em anestro, suspensão da ciclicidade após o serviço, fases lúteas longas e morte embrionária. O diagnóstico precoce da gestação é de grande ajuda para conhecer oportunamente o número de fêmeas que não estão prenhes. A ecografia no trigésimo dia pós-inseminação adianta, pelo menos 10 dias, a ressincronização de vacas vazias. 6. Falso anestro ou anestro funcional Este causa as maiores perdas econômicas de caráter reprodutivo em rebanhos leiteiros, e refere-se às vacas que estão ciclando, mas não são observadas em estro pelos trabalhadores. É um dos maiores problemas dentro de um sistema de criação extensivo e, às vezes, semiintensivo, uma vez que é de suma importância a observação técnica e precisa do comportamento da vaca para observar o possível retorno ao cio ou não. 7. Manejo da vaca anéstrica A probabilidade de que a vaca seja inseminada oportunamente depende da eficiência da detecção de estros. É comum que a metade das vacas apresentem estro e não sejam observadas, por essa razão, muitas não são inseminadas uma vez que termina o período de espera voluntária. Por outro lado, há vacas que, por causas patológicas ou por seu estado metabólico, ainda estão em anestro depois que termina o período voluntário de espera. Para identificar as causas da ausência de estros, todas as vacas que não tenham sido inseminadas no dia 60 pós-parto, devem ser revisadas por via retal para aplicar o tratamento ou manejo pertinentes. Durante esta revisão é dada especial atenção às características do útero e nas estruturas ovarianas, já que daqui depende o manejo subsequente. A palpação começa no útero; neste é importante determinar se não há gestação. Posteriormente, avalia-se sua consistência que pode ser normal, edematosa ou turgente. Depois de avaliar o útero procede-se a palpação dos ovários, começando com o direito e, em seguida, esquerdo. Abaixo estão descritas as diferentes descobertas que podem ser encontradas na literatura e seu tratamento ou manejo. O registo dos resultados à palpação é feito através de chaves reprodutivas. 7.1 UN CLD2-3 FE10 Útero normal (UN) com um corpo lúteo 2 ou 3 no ovário direito (CLD2-3) e um folículo no ovário esquerdo de 10 mm de diâmetro (FE10). A consistência normal do útero (é normal quando não há edema ou turgescência) é encontrado em vacas não prenhes durante o diestro, ou em vacas que estão em anestro. O CL 2 ou 3 é uma estrutura bem desenvolvida que deforma o ovário e em alguns casos representa mais de 50% da massa ovariana. Classificá-los como CL 2 ou 3 é uma apreciação subjetiva do tamanho do corpo lúteo e não tem significado prático, pois em qualquer dos casos o manejo é o mesmo. O CL indica que a vaca está em qualquer dia do diestro e, obviamente, indica que está ciclando. Durante o diestro pode-se encontrar folículos de tamanho diferente em qualquer um dos dois ovários, já que este depende das ondas de desenvolvimento folicular. É importante frisar que as estruturas mencionadas podem estar em ovários diferentes ou no mesmo ovário. O achado mais importante nesta fase é a presença do corpo lúteo o que permite o tratamento com a PGF2α, o que resulta na apresentação do estro nas próximas 48 a 120 horas. A presença de um corpo lúteo é o estado fisiológico que é mais frequentemente encontrado neste grupo de vacas, primeiro porque paradoxalmente a maior proporção de vacas em “anestro” está ciclando (anestro funcional) e, em segundo lugar, porque o diestro ocupa 65% dos dias do ciclo estral. 7.2 UE CLD1 FE10-15 Útero edematoso (UE) com um corpo lúteo 1 no ovário direito (CLD1) e um folículo 10 ou 15 mm de diâmetro no ovário esquerdo. O útero edematoso pode ser encontrado no proestro e metaestro. A presença do CL1 e um folículo grande indica que se trata de uma vaca que muito provavelmente é encontrado em proestro. A diferença entre um CL1 e um CL 2 ou 3 é basicamente o seu tamanho; um CL1 é uma estrutura pequena com consistência dura. As vacas que têm estas características devem ser marcadas para que os trabalhadores prestem mais atenção, já que apresentarão o estro nas próximas 48 a 72 horas. Se a vaca não apresentar estro nesse período, deverá ser palpada na semana seguinte. 7.3 UT DE FE10-15 Útero túrgido ou tonificado, ovário direito estático e ovário esquerdo com um folículo de 10 ou 15 mm de diâmetro. Estes achados, além da presença de muco estral, correspondem a uma vaca em estro. Frequentemente, na palpação das vacas do grupo de anestro, há vacas em estro; estas vacas deverão ser programadas para inseminação. 7.4 UE DE EE Útero estático e ovários estáticos. Estas observações correspondem a uma vaca em metaestro; esta decisão tem uma alta margem de erro uma vez que também pode corresponder a um animal no proestro ou em anestro verdadeiro. Um achado que permite ser mais bem sucedido no diagnóstico é a presença de sangue no muco cervical; neste caso, a presença de sangue indica, com certeza, que a vaca está em metaestro; no entanto, nem todas as vacas apresentam este sangramento. As vacas com estes achados devem ser palpadas sete dias depois para confirmar ou corrigir um primeiro diagnóstico. Se a primeira palpação foi correta, na segunda se encontrará um CL2-3. 7.5 UE CHD FE10 Útero edematoso, com corpo hemorrágico no ovário direito (CHD) e com folículo de 10 mm de diâmetro no ovário esquerdo. Estas observações são de uma vaca em metaestro. O corpo hemorrágico é considerado como a fase de transição entre o folículo e o corpo lúteo; o CH é palpado como uma estrutura com uma saliência em forma de papila e é muito suave ao toque. Será necessário esperar 4 ou 5 dias para que se converta num corpo lúteo maduro e assim destruí-lo com PGF2α. Na rotina, estas vacas são palpadas na seguinte revisão (sete dias depois). 7.6 UN DE EE Útero normal e ovários estáticos. Este caracteriza as vacas que estão no anestro verdadeiro. As vacas caem no anestro principalmente por se encontrar em balanço negativo de energia; este problema é mais grave em vacas de primeiro parto. O único tratamento eficaz consiste em melhorar o seu estado metabólico. Tratamentos hormonais não funcionam caso não seja resolvido primeiro o seu estado nutricional. 7.7 UN CFD EE Útero normal, cisto folicular no ovário direito e ovário esquerdo estático. Embora as vacas com cistos foliculares sejam caracterizadas por apresentar estros recorrentes, também chegam a apresentar anestro. O tratamento consiste na administração do GnRH ou hCG. 7.8 UN CLD EE Útero normal, cisto luteinizado no ovário direito e ovário esquerdo estático. Este cisto também é causado por uma deficiência na secreção de LH, só que neste caso a deficiência foi parcial, o que provoca um certo grau de luteinização. O cisto luteinizado é uma estrutura com mais de 20 mm de diâmetro de paredes grossas. O tratamento indicado é a administração de PGF2α. Na prática, é difícil diferenciar um cisto folicular de um luteinizado, pelo que o tratamento recomendado é, primeiro, a administração de GnRH ou hCG e sete dias depois é injetado PGF2α (figura 7). 7.9 Piometra CLD2-3 FE A piometra é uma condição que ocorre principalmente nos primeiros 30 dias pós-parto; no entanto, na revisão das vacas anéstricas são encontradas vacas com esta patologia. O tratamento indicado consiste na administração de PGF2α. 8. Tratamentos hormonais para indução da atividade ovariana O estabelecimento precoce da ciclicidade pós-parto favorece a involução uterina e está positivamente correlacionado com a fertilidade; ou seja, quanto mais ciclos estrais a vaca tenha antes da primeira inseminação, a percentagem de concepção é maior. Um tratamento utilizado para induzir a primeira ovulação pós-parto em vacas anéstricas, consiste na administração de GnRH quando à palpação retal se encontra um folículo grande (> 10 mm). Com isso se pretende fazer o folículo ovular e depois injeta-se PGF2α para provocar a regressão lútea. Outras combinações consistem na administração de GnRH e na inserção de dispositivos de liberação de progesterona e, ao retirar o progestágeno, injeta-se PGF2α (figura 8). No entanto, os tratamentos mencionados são de uso comum, não funcionam em todos os casos. Um requisito para se obter êxito é que as vacas devem ter boa condição corporal ou que estejam ganhando condição corporal. Embora os tratamentos hormonais possam ajudar em alguns casos, não deve-se esquecer que as causas do anestro não são corrigidos apenas com a administração de hormônios, já que a vaca não cicla porque toda a informação do estado metabólico que recebe o cérebro, indica que não o deve fazer. 9. Gonadotropina coriônica equina (eCG) Na égua, por volta do dia 30 de gestação, células do córion migram para o endométrio e formam umas estruturas conhecidas como copas endometriais. Entre o dia 40 e o dia 130 de gestação nestas estruturas é produzido o eCG (anteriormente conhecida como gonadotropina sérica da égua prenha ou PMSG, pela sua abreviatura em inglês). Na égua esse hormônio tem atividade de LH pelo qual estimula a função do corpo lúteo e promove a formação de corpos lúteos acessórios. Nos ruminantes, o eCG se une aos receptores de LH e FSH do folículo, estimulando o desenvolvimento folicular, e no corpo lúteo estimula a secreção de progesterona. O eCG tem sido utilizado com a finalidade de superovulação e em vacas de corte sob anestro é incluído em programas com progestágenos para induzir ciclicidade. Nestes programas é injetado eCG no momento da remoção do progestágeno, o que favorece o desenvolvimento folicular e apresentação do estro. Em rebanhos leiteiros na Nova Zelândia tem sido incrementado a taxa de prenhez sem aumentar a proporção de partos gêmeos, através da injeção de eCG na remoção do dispositivo de libertação de progesterona em programas combinados com a injeção de benzoato de estradiol. RESUMO ➢ Transcorrem 15 dias pós-parto para que a hipófase responda ao hormônio GnRH. ➢ Entre os dias 12 e 15 pós-parto começa-se a secreção de FSH e iniciam as ondas foliculares. ➢ As vacas chegam ao ponto mais baixo de BEN entre os dias 15 e 20 pós-parto. ➢ As vacas iniciam a atividade ovariana normal, em média, após os 40 dias pós-parto. ➢ Aos 70 dias pós-parto é normal que 20% das vacas ainda estejam em anestro. ➢ Na primeira ovulação pós-parto 25% das vacas desenvolvem corpos lúteos de vida curta e 30% mostram corpos lúteos de vida longa (persistentes). ➢ As anormalidades do aparelho reprodutor são responsáveis por 10% das causas de anestro. ➢ 5 a 30% das vacas desenvolvem cistos foliculares nos primeiros 60 dias pós-parto e 60% destas se recuperam de forma espontânea. ➢ No dia 30 pós-inseminação é possível identificar vacas vazias mediante a ecografia e reservá-las para a ressincronização. ➢ A proteína B específica da gestação aparece no soro a partir do 15º dia de gestação. ➢ Para o diagnóstico precoce de gestação é recomendado medir a PSPB no dia 30 pósinseminação e em vacas com mais de 90 dias pós-parto. ➢ Entre os dias 50 e 60 pós-parto todas as vacas não servidas devem ser examinadas via retal para programar seu serviço. La presente compilación de textos es la segunda obra colectiva fruto del trabajo del grupo de investigadores que forman parte del proyecto La Alianza Bolivariana para las Américas (ALBA), sus políticas públicas y los valores fundacionales de la integración latinoamericana y caribeña, radicado en la Universidad Central «Marta Abreu» de Las Villas, Cuba. La temática abordada en esta obra (la evaluación de políticas públicas en América Latina) es continuidad lógica del primer libro de nuestro grupo de investigación, intitulado Políticas (...) públicas. Teoría y práctica en el escenario latinoamericano, publicado en 2018 bajo el sello de la Editorial Feijóo. En aquella obra se expuso una crítica constructiva al manejo de las políticas públicas por parte de los gobiernos progresistas instalados en el poder en América Latina en los tres primeros lustros del actual siglo. Consideramos constructiva la crítica realizada en aquel texto, pues la misma partió de un cuestionamiento a la teoría sobre política pública, a sus preceptos teóricos, al escaso arsenal sobre evaluación producido por los teóricos clásicos de esta materia, y particularmente a las interpretaciones y formas de aplicación de la política pública en todo el subcontinente americano, aun cuando el interés fundamental del proyecto eran los países del ALBA. Aunque el proyecto integracionista ALBA constituye nuestro objeto de estudio declarado, para los investigadores del grupo está claro que cualquier proceso de integración regional en América Latina solo se sostendrá si está cobijado por la unidad de los pueblos latinoamericanos y caribeños en torno a la defensa de su soberanía, identidad cultural y desarrollo autóctono. Respecto a ello, el memorable líder cubano Fidel Castro, en la Cumbre Iberoamericana de Salvador de Bahía, argumentó que: «La cuestión no estriba en que cada país de nuestra área trate de salvarse por sí mismo, porque es un sueño imposible en un mundo dominado hoy por gigantes industriales y políticos. Tenemos necesidad de crear entre todos un gigante, para poder realmente desarrollarnos y disfrutar de paz, independencia y seguridad». En vista de ello, casi desde el inicio del proceso investigativo nos inclinamos a ampliar nuestras indagaciones al resto de América Latina, lo que condujo a que en este texto (y muy probablemente en las entregas futuras sobre el tema de las políticas públicas en América Latina), aparecieran trabajos que no abordaban a los países que integran o integraron el ALBA-TCP, sino a otros países del subcontinente. La evaluación de políticas públicas en América Latina fue abordada desde varios ángulos y con distintos grados de profundidad, lo que generó diversos tipos de resultados. Algunos de estos no alcanzaron el nivel de coherencia requerido para su publicación inmediata, pero de igual forma fueron muy valiosos para el aprendizaje colectivo realizado en los talleres de discusión del proyecto, por lo que damos gracias a todos los esfuerzos e intentos realizados. Dado el escaso desarrollo sobre la cuestión de la evaluación de políticas públicas y especialmente el escaso desarrollo de este acápite en América Latina, no era posible pretender lograr evaluaciones rigurosas en un primer momento. Para el grupo de investigadores era esencial ganar en cultura de evaluación y hacer conciencia sobre este aspecto, que es el objetivo central de este libro. En vista de ello, el asunto de la evaluación de políticas públicas en América Latina se abordó desde el ámbito teórico general, enfatizando en su necesidad y rigurosidad, y desde experiencias concretas de evaluación en diversos países. En varios casos, estas experiencias no podemos identificarlas con evaluaciones propiamente dichas, sino con valoraciones o acercamientos a la evaluación, que contribuyen igualmente a elevar la cultura en este aspecto y a la conciencia de la necesidad de evaluación. If knowledge is sensitive to practical stakes, then whether one knows depends in part on the practical costs of being wrong. When considering religious belief, the practical costs of being wrong about theism may differ dramatically between the theist (if there is no God) and the atheist (if there is a God). This paper explores the prospects, on pragmatic encroachment, for knowledge of theism (even if true) and of atheism (even if true), given two types of practical costs: namely, by (...) holding a false belief, or by missing out on a true belief. These considerations set up a more general puzzle of epistemic preference when faced with the choice between two beliefs, only one of which could become knowledge. (shrink)

The research aims to identify the trends of Palestinian higher educational institutions in Gaza Strip as learning organizations from the perspective of senior management in the Palestinian universities in Gaza Strip. The researchers used descriptive analytical approach and used the questionnaire as a tool for information gathering. The questionnaires were distributed to senior management in the Palestinian universities. The study population reached (344) employees in senior management is dispersed over (3) Palestinian universities. A stratified random sample of (182) employees from (...) the Palestinian universities was selected and the recovery rate was (69.2%). Statistical analysis (SPSS) program was used for analysis and processing the data. The study found the following results: There is an agreement about: the importance of the focus of "organizational structure" with an average approval, the importance of "technological infrastructure" axis with high approval, and the importance of "strategic" with an average approval. The results concluded that the study sample agree on the importance of "organizational dimension" highly. The results showed that the sample believe that the "strategic leadership" level in the universities got medium-approval. There is a fair level agreement about the axis of interest "teams / committees". There is an agreement about the importance of the "human dimension" moderately. The results showed that the sample is highly agreed about the importance of focus of the "knowledge management", and the focus of the "continuing education". They agreed weakly to somewhat about the importance of the focus of "scientific research", moderately agree about the importance of the center of "institutional culture", agree moderately on the importance of "cognitive dimension". The results showed that the sample largely agree on the importance of the focus of "strategic partnerships and alliances". They agree highly on the axis "keep up with the labor market" and on the focus of the importance of "technology incubators". The results showed that the sample moderately agree about the importance of the theme on "consulting and training", the importance of the focus of "social responsibility", and the focus of the "Community dimension". The study found a group of recommendations including: there is a need to provide suitable environment that achieve learning organizations. There is a need to develop the technological infrastructure (hardware, software, networks, databases, and human skills) because of the great advantages that they offer. The universities need to adopt knowledge management in the academic and administrative departments because knowledge is the core of the work of these departments. The establishment of technology incubators in universities to adopt outstanding university research projects, to protect, to supports, and to market them; furthermore, to develop the capabilities and skills of employees in the field of information technology. Abstract: The study aimed to determine the strategic flexibility and its relationship to the level of quality of services provided, from the viewpoint of the internal beneficiary in non-governmental hospitals in Gaza Strip. The study relied on the descriptive and analytical approach, and the questionnaire was designed as a tool to collect data and consisted of (39) items, and the researchers used the comprehensive survey method, and the number of the study population was (536) individuals, where (434) questionnaires were retrieved, (...) and the recovery rate was (80.97%). The study revealed many results, the most important of which were: the existence of a moderate degree of approval by the study sample individuals on strategic flexibility, as it was evident through the area of strategic flexibility as a whole having a relative weight (60.44%). The study is on the quality of services, as it became clear through the field of service quality obtaining a relative weight (79.90%). The results of the study revealed a statistically significant relationship between strategic flexibility and the quality of services in non-governmental hospitals in Gaza Strip, with a correlation coefficient of 0.490. The study reached many recommendations, the most important of which were: the need to work on appointing young people and those with potentials, because jobs are vacant in the hospitals under study, and the need to seek the help of an administrative staff with scientific and practical qualifications, and to work on updating information systems, archiving and networks through which data and information are transferred between departments And the creation of mechanisms by which stored information can be used to enhance the decision-making process, and an effective system to receive patients' complaints in a manner that ensures rapid response and treatment, to achieve continuous communication between patients and the hospital management, and to notify patients of dealing with the complaints they submit, and work to provide all Medical and health specialties in the hospitals under study, by making use of the medical delegations that visit Gaza Strip, involving them in the treatment processes, bringing in doctors and specialists from abroad, updating the standards related to measuring the services provided to patients on an ongoing basis, based on the suggestions and complaints of patients, and developing facilities in hospitals As well as updating the medical devices and equipment used in hospitals periodically. The study aimed at identifying responsive flexibility and its role in improving service quality, from the point of view of the internal beneficiary in non-governmental hospitals in Gaza Strip. The results of the study revealed a statistically significant relationship between responsive flexibility and service quality in non-governmental hospitals in Gaza Strip, with a correlation coefficient of 0.418, and the results of the study revealed a statistically significant effect between responsive flexibility and service quality in non-governmental hospitals in Gaza Strip. This study aims to identify the strengthening of the global entrepreneurial orientation practice for employees at the University of Palestine, where the researchers used the descriptive and analytical approach, through a questionnaire distributed to a sample of employees at the University of Palestine, where the size of the study population is (234) employees and the sample size is (117) Employees, of whom (90) employees responded. The study aimed to identify the reality of the use of social networks in the technical colleges in Palestine, where the variables of social networks were included. The analytical descriptive method was used in the study. A questionnaire consisting of (12) items was randomly distributed to college workers Technology in the Gaza Strip. The sample of the study consisted of (205) employees of these colleges. The response rate was 74.5%. The results showed a high degree of approval for the dimensions (...) of the social networks and a relative weight (74.15%) according to the perspective of the employees of the technical colleges in the Gaza Strip. The results of the study showed that there is a high level of social networking areas (site management and Website Content) in the technical colleges in the Gaza Strip. The field of site management ranked first with a relative weight of 74.91%, and second and last (Content Site) with a relative weight (73.38%). The results showed that there were differences between colleges in the use of social networks where the results showed that the most common colleges used these networks (UCAS) and the least used is (GTC). The results showed no differences between male and female employees in the use of social networks in technical colleges. The researchers suggest a number of recommendations, including: the need to raise awareness of the importance of Facebook and other social networking sites, through the holding of courses for employees in technical colleges, and to identify the ways to optimize the use of such sites, and the benefits of this use, and reflected positively on technical colleges. And the adoption of dealing with the various social networking sites as a reality, and the Palestinian and Arab technical colleges, use them in accordance with the objectives of technical colleges. Advise the Department of Technical Colleges to devote time to their presence on social networks to follow the public and respond to their queries. There is a need for the attention of decision-makers in technical colleges in social sites, because they are considered an important and effective means of communication, and the link between beneficiaries and decision-makers. Abstract: This study aimed to identify the behavior of organizational citizenship in Palestinian Police Force between reality and expectations, and this study comes to study the reality of human resources and their organizational behavior in the police apparatus, which is the largest security services operating in Gaza Strip, so it is expected that this study will contribute to improving this This aspect will be reflected positively on serving the country and the citizen and achieving security and safety for them. The (...) study relied on the descriptive and analytical approach, using the questionnaire, and targeting a stratified random sample of (400) officers, who hold the rank of captain and above, from the study population of 1550 officers, and the study tool was distributed to the sample members in all departments and governorates Police in Gaza Strip. (353) questionnaires were retrieved, with a recovery rate of (88.3%), and they were analyzed using (SPSS) software. The study found that the organizational citizenship behavior was largely due to all its components. The study also showed that there are statistically significant differences between the respondents ’average response towards the organizational citizenship behavior due to the variables (type of administration, age group, job title, military rank, and years of service). The study recommended taking into account the interests of employees when making decisions and involving them in formulating them, explaining their justifications, and finally, the study recommended that organizational citizenship behavior be considered an organizational value that the police seek, and to create an organizational climate in which a sense of justice prevails, given its prominent role in stability, calm and discipline at work Thus, the elevation of the police institution and the achievement of its desired goals. Identification of factors that predict recurrent antisocial behavior is integral to the social sciences, criminal justice procedures, and the effective treatment of high-risk individuals. Here we show that error-related brain activity elicited during performance of an in- hibitory task prospectively predicted subsequent rearrest among adult offenders within 4 y of release (N =96). The odds that an offender with relatively low anterior cingulate activity would be rearrested were approximately double that of an offender with high activity in this region, holding (...) constant other observed risk factors. Abstract: The study aimed to determine the quality of services and its role in enhancing strategic flexibility, from the point of view of the internal beneficiary in non-governmental hospitals in Gaza Strip. The study relied on the descriptive and analytical approach, and the questionnaire was designed as a tool to collect data and consisted of (39) items, and the researchers used the comprehensive survey method, and the number of the study population was (536) individuals, where (434) questionnaires were retrieved, and (...) the recovery rate was (80.97%). The study revealed many results, the most important of which were: the existence of a high degree of approval by the study sample regarding the quality of services, as it was evident through the field of service quality obtaining a relative weight (79.90%), and the results of the study indicated that there is a moderate degree of approval by the members of the study sample. On the strategic flexibility, as it was evident by obtaining the area of strategic flexibility as a whole on a relative weight (60.44%). The results of the study revealed a statistically significant relationship between the quality of services and the strategic flexibility in non-governmental hospitals in Gaza Strip, with a correlation coefficient of 0.490). The results of the study also revealed a statistically significant effect of the quality of services on the strategic flexibility in non-governmental hospitals in Gaza Strip. The study reached many recommendations, the most important of which were: Establishing an effective system to receive patients' complaints in a manner that ensures rapid response and treatment, to achieve continuous communication between patients and the hospital administration, to notify patients of dealing with the complaints they submit, and to work to provide all medical and health specialties in hospitals in place. The study, by making use of medical delegations visiting Gaza Strip, involving them in therapeutic operations, bringing in doctors and specialists from abroad, updating the criteria for measuring services provided to patients on an ongoing basis, based on patients' suggestions and complaints, developing facilities in hospitals, as well as updating medical devices and equipment Used in hospitals periodically and the need to work on appointing young people and people of energy, for vacancies in the hospitals under study, and the need to seek the help of an administrative staff that is distinguished by scientific and practical qualifications, and to work on updating information systems, archiving and networks through which data and information are transferred between departments, and finding mechanisms to be done from During which the information stored can be used to enhance the decision-making process. This work presents the design of an expert system that aims to provide the patient with background for suitable diagnosis of some of the eye diseases. The eye has always been viewed as a tunnel to the inner workings of the body. There are many disease states that may produce symptoms from the eye. In this article, we investigate how the concept of Care Biography and related concepts are understood and operationalised and describe how it can be applied to advancing our understanding and practice of holistic and person‐centred care. Walker and Avant's eight‐step concept analysis method was conducted involving multiple database searches, with potential or actual applications of Care Biography identified based on multiple discussions among all authors. Our findings demonstrate Care Biography to be a novel overarching concept derived from the conjunction of (...) multiple other concepts and applicable across multiple care settings. Concepts related to Care Biography exist but were more narrowly defined and mainly applied in intensive care, aged care, and palliative care settings. They are associated with the themes of Meaningfulness and Existential Coping, Empathy and Understanding, Promoting Positive Relationships, Social and Cultural Contexts, and Self‐Care, which we used to inform and refine our concept analysis of Care Biography. In Conclusion, the concept of Care Biography, can provide a deeper understanding of a person and their care needs, facilitate integrated and personalised care, empower people to be in control of their care throughout their life, and help promote ethical standards of care. Visual imagery is a form of sensory imagination, involving subjective experiences typically described as similar to perception, but which occur in the absence of corresponding external stimuli. We used the Activation Likelihood Estimation algorithm (ALE) to identify regions consistently activated by visual imagery across 40 neuroimaging studies, the first such meta-analysis. We also employed a recently developed multi-modal parcellation of the human brain to attribute stereotactic co-ordinates to one of 180 anatomical regions, the first time this approach has been combined (...) with the ALE algorithm. We identified a total 634 foci, based on measurements from 464 participants. Our overall comparison identified activation in the superior parietal lobule, particularly in the left hemisphere, consistent with the proposed ‘top-down’ role for this brain region in imagery. Inferior premotor areas and the inferior frontal sulcus were reliably activated, a finding consistent with the prominent semantic demands made by many visual imagery tasks. We observed bilateral activation in several areas associated with the integration of eye movements and visual information, including the supplementary and cingulate eye fields (SCEFs) and the frontal eye fields (FEFs), suggesting that enactive processes are important in visual imagery. V1 was typically activated during visual imagery, even when participants have their eyes closed, consistent with influential depictive theories of visual imagery. Temporal lobe activation was restricted to area PH and regions of the fusiform gyrus, adjacent to the fusiform face complex (FFC). These results provide a secure foundation for future work to characterise in greater detail the functional contributions of specific areas to visual imagery. (shrink)

Disjointism is the view that co-located objects do not share any parts. A human-shaped statue is composed from a torso, head and limbs; the co-located lumpof clay is only composed from chunks of clay. This essay discusses the tenability of this relatively neglected view, focusing on two objections. The first objection is that disjointism implies co-located copies of microphysical particles. I argue that it doesn’t imply this and that there are more plausible disjointist views of tiny parts available. The second (...) objection is that disjointism is at a loss to explain how material objects can be co-located and why the weights of co-located objects don’t add up. The standard pluralist account appeals to the fact that co-located objects stand in mereological relations and this account is not available to the disjointist. I sketch an alternative account that appeals to a notion of ‘material identity’: the statue is taken to be the same matter as the lump of clay. The resort to a new theoretical primitive may seem to invite a quick rejection on grounds of unnecessary theoretical complexity but I argue that an abductive comparison with rival forms of pluralism shows that such a rejection is misguided. Newton published his deduction of universal gravity in Principia (first ed., 1687). To establish the universality (the particle-to-particle nature) of gravity, Newton must establish the additivity of mass. I call ‘additivity’ the property a body's quantity of matter has just in case, if gravitational force is proportional to that quantity, the force can be taken to be the sum of forces proportional to each particle's quantity of matter. Newton's argument for additivity is obscure. I analyze and assess manuscript versions of (...) Newton's initial argument within his initial deduction, dating from early 1685. Newton's strategy depends on distinguishing two quantities of matter, which I call ‘active’ and ‘passive’, by how they are measured. These measurement procedures frame conditions on the additivity of each quantity so measured. While Newton has direct evidence for the additivity of passive quantity of matter, he does not for that of the active quantity. Instead, he tries to infer the latter from the former via conceptual analyses of the third law of motion grounded largely on analogies to magnetic attractions. The conditions needed to establish passive additivity frustrate Newton's attempted inference to active additivity. (shrink)

In this paper, we present an expansion of one of the well-known classical inventory management models, which is the static model of inventory management without a deficit and for a single substance, based on the neutrosophic logic, where we provide through this study a basis for dealing with all data, whether specific or undefined in the field of inventory management, as it provides safe environment to manage inventory without running into deficit , and give us an approximate ideal volume of (...) inventory. Since the ideal size is affected by the rate of demand for inventory, we present in this paper a study of the rate of demand for inventory when it is not precisely refined, and we find that the indeterminate values of the demand rate cannot be ignored, because they actually affect determining the ideal size of inventory and calculating its costs, thus affecting on the efficiency of the facility and achieve great profits for it. This paper defends the autonomy thesis, which holds that one can intend to do something even though one believes it to be impossible, against attacks by Fred Adams. Adams denies the autonomy thesis on the grounds that it cannot, but must, explain what makes a particular trying, a trying for the aim it has in view. If the autonomy thesis were true, it seems that I could try to fly across the Atlantic ocean merely by typing out this abstract, a (...) palpable absurdity. If we deny the autonomy thesis, we have an easy explanation: one simply cannot try to do something which one believes to be impossible. In response, I argue, first, by means of examples, that one clearly can try and intend to do what one believes to be impossible; and then l show how we can provide an answer to Adams’s challenge even so. In this paper I outline the main features of Karen Bennett’s (Australasian Journal of Philosophy 1–21, 2011) non-classical mereology, and identify its methodological costs. I argue that Bennett’s mereology cannot account for the composition of structural universals because it cannot explain the mereological difference between isomeric universals, such as being butane and being isobutane. I consider responses, which come at costs to the view.

This paper explores ludonarrative dissonance as it occurs in sport, primarily as the conflict experienced by participants between dominant narratives and self-generated interpretations of embodied experience. Taking self-narrative as a social rather than isolated production, the interaction with three basic categories of dominant narrative is explored: transformative, representing a spectrum from revelatory to distorting, bullying and colonising. These forms of dominant narrative prescribe interpretations of the player’s experience of play and of self that displace their own, with the end result (...) of dissonance and self-alienation. It seems natural to choose whether to have a child by reflecting on what it would be like to actually have a child. I argue that this natural approach fails. If you choose to become a parent, and your choice is based on projections about what you think it would be like for you to have a child, your choice is not rational. If you choose to remain childless, and your choice is based upon projections about what you think it (...) would be like for you to have a child, your choice is not rational. This suggests we should reject our ordinary conception of how to make this life-changing decision, and raises general questions about how to rationally approach important life choices. (shrink)

The aim of this essay is to characterize the issue whether tense is real. Roughly, this is the issue whether, given any tensed representation, its tense corresponds in some suitably direct way to some feature of reality. The task is to make this less rough. Eight characterizations of the issue are considered and rejected, before one is endorsed. On this characterization, the unreality of tense is equivalent to the unity of temporal reality. The issue whether tense is real, so characterized, (...) is then related to Kant’s deduction of the categories in his Critique of Pure Reason. It is argued that Kant’s deduction does not provide the argument for the unreality of tense that it may appear to. The conclusion drawn at the end of the essay is that the unreality of tense cannot be argued for—not because tense is real, but because, even if it is unreal, its unreality is basic. (shrink)

Number systems differ cross-culturally in characteristics like how high counting extends and which number is used as a productive base. Some of this variability can be linked to the way the hand is used in counting. The linkage shows that devices like the hand used as external representations of number have the potential to influence numerical structure and organization, as well as aspects of numerical language. These matters suggest that cross-cultural variability may be, at least in part, a matter of (...) whether devices are used in counting, which ones are used, and how they are used. (shrink)

Available reports provide an account of academic staff’s poor job performance in higher education institutions and universities in particular. Consequently, a growing body of research has been attracted to this area, including those seeking ways to understand the problem and others aimed at proffering solutions. This study contributes to the literature by investigating the influence of occupational stress on the job performance of academic staff in universities. Three null hypotheses directed the study in line with the quantitative ex-post facto research (...) design. A sample of 150 respondents was obtained using the systematic random sampling technique from a population of 400 lecturers in the Faculty of Education from two public universities in Nigeria. A 31-item questionnaire was used for data collection. The null hypotheses were tested at the .05 alpha level using simple linear regression analysis. It was revealed that remuneration is a significant positive predictor of academic staff job performance. The prediction of workload was negatively non-significant on the job performance of academics. The provision of institutional amenities has a positive but non-significant prediction on academic staff job performance in the two public universities. It was concluded that occupational stress significantly influences the job performance of lecturers in universities. The study recommended that the government constantly pay lecturers’ salaries as and when due. Institutional managers should reward lecturers with outstanding performance to boost their morale for effective service delivery. (shrink)

The Plant Ontology (PO; http://www.plantontology.org/) is a publicly-available, collaborative effort to develop and maintain a controlled, structured vocabulary (“ontology”) of terms to describe plant anatomy, morphology and the stages of plant development. The goals of the PO are to link (annotate) gene expression and phenotype data to plant structures and stages of plant development, using the data model adopted by the Gene Ontology. From its original design covering only rice, maize and Arabidopsis, the scope of the PO has been expanded (...) to include all green plants. The PO was the first multi-species anatomy ontology developed for the annotation of genes and phenotypes. Also, to our knowledge, it was one of the first biological ontologies that provides translations (via synonyms) in non-English languages such as Japanese and Spanish. There are about 2.2 million annotations linking PO terms to over 110,000 unique data objects representing genes or gene models, proteins, RNAs, germplasm and Quantitative Traits Loci (QTLs) from 22 plant species. In this paper, we focus on the plant anatomical entity branch of the PO, describing the organizing principles, resources available to users, and examples of how the PO is integrated into other plant genomics databases and web portals. We also provide two examples of comparative analyses, demonstrating how the ontology structure and PO-annotated data can be used to discover the patterns of expression of the LEAFY (LFY) and terpene synthase (TPS) gene homologs.
